On the afternoon of Aug 22, the Port Authority of Poros Kefallinia was informed by the Master of the 'Kefalonia' that, during the departure a damage occurred to the ramp. The ship had a scheduled route to the port of Kyllini with 484 passengers on board, who were forwarded to their destination by the company with the ferry 'Fior die Levante'. The Port Department of Poros of the Port Authority of Kefallinia initially banned the ferry from sailing. After the presentation of a certificate of class maintenance by the monitoring classification society, it was allowed to sail.
ARCHANGEL ONE
On the morning of Aug 21, 2024, the Greek Coast Guard was informed about a boat with a sufficient number of migrants on board, about 30 nautical miles south of Chrysis Ierapetra island. A patrol vessel was deployed to the position, while the 64 occupants were rescued by the 'Archangel One'. The patrol boat accompanied the tanker to the fishing shelter of Ierapetra, where the rescued people were disembarked safely. They had departed from Tobruk and had paid between 1,700 and 4,500 Euros each for their transport. The Ierapetra Port Authority, which was conducting the preliminary investigation, arrested three of the boat people, aged 30, 40 and 46, who were recognized by the others as their traffickers, for violating article 83 of Law 3386/2005 (Illegal entry into country) and of article 25 of Law 5038/2023 (Facilitation) of articles 45 (Collaboration) and 306 (Report) of the P.C.
SALVAMAR ADHARA
On Aug 22, the sighting of a cayuco was reported one nautical mile from La Restinga (El Hierro). The CCS Tenerife of Salvamento Marítimo mobilized the 'Salvamar Adhara' to assist, which escorted the boat to the port, where 82 people disembarked, among them four women. After the fire incident near the bow of the 'YM Mobility' at the Port of Ningbo on Aug 9, Yang Ming declared General Average on August 18, 2024, for the common interests of the vessel, cargo owners and all parties involved. Yang Ming has appointed Richards Hogg Lindley as the adjuster to handle related matters according to the York Antwerp Rules. Meanwhile,, the situation has been fully controlled. The exact cause of the incident will be investigated by third-party professionals. Taking into the considerations of the safety of the vessel and the surrounding environment, Yang Ming has arranged the unloading and transshipment of the cargo onboard, with the approval of the port authorities. The schedule for the delivery and release of the cargo is subject to the adjuster’s notifications. The pilot of the 'John 316' that hit a pier near Saint Rose, Louisiana on Sep 12, 2023, had fallen asleep, the National Transportation Safety Board said on Aug 21, 2024. He was experiencing the effects of fatigue during his watch, while navigating the Lower Mississippi River. NTSB investigators concluded the pilot had less than two hours of continuous sleep before taking the watch, and likely received less than five hours of sleep combined over the two days before striking the pier. ARATERE
When the 'Aratere' ran aground in Picton Harbour on June 21, it wasn’t clear who was leading the emergency response, Marlborough’s harbourmaster Jake Oliver said when he presented his report into the grounding in June to the Marlborough District Council on Aug 22. The report had 26 recommendations. Work has already started on some of them. KiwiRail, Maritime NZ and the Transport Accident Investigation Commission (TAIC) are still investigating the incident, which was potentially down to an issue with the ferry’s autopilot. Oliver’s report said the police were initially the lead agency for the incident, but it was not clear where or how they were doing that. During the response, it became apparent police were standing down as the lead, but there was no defined handover to another lead agency. When there were concerns of a “tier 2″ marine oil spill, the lead agency became the council. However, they were packed into the harbourmaster’s office in Mariner’s Mall, which wasn’t big enough for them. Meanwhile, the overall lead agency in respect of the grounding was not clear. The council’s media team saw reports that Maritime NZ was managing the incident. Maritime NZ had been in touch about the oil spill, but had not sought “situational awareness” from the harbourmaster. While support from the Maritime NZ response team based in Auckland and Wellington was instrumental, it did not last long. Oliver’s report, based on debriefs with the council’s team, Coastguard, Civil Defence and others, also highlighted problems such as a vulnerability in communications due to a reliance on mobile phones, and a call for an investigation into handheld radios capable of secure communication. The report also called for a “fatigue management plan” and policy to guide teams during a response. Some of the recommendations, such as upskilling staff, have already started. More tabletop exercises were floated for training, and there was a call to ensure the harbourmaster’s team all had a skipper’s licence. A formal handover needed to occur if a new agency took over, there should be upgrades to the navigation warning system and marine emergency manual, and Oliver also suggested finalising a drone company contract for future events. Some of the recommendations in the report would be scoped before being brought back to the council for approval.

The 'Efes', which had been disabled by a fire with 11 people on board, was still adrift after a power failure in pos. 14-30.00 N 089-43.00 E. Vessels in the vicinity were requested to keep a sharp lookout, assist if possible and report to the MRCC Port Blair.

The sailing yacht ''Gekko' with two crew members on board reported that it has lost propulsion and touched bottom near Punta Entinas on Aug 22. The crew requested towing assistance, and the CCS Almería of Salvamento Marítimo mobilized the 'Salvamar Spica'. On Aug 22, the 'Guardamar Concepción Arenal' has rescued 69 migrants of sub-Saharan origin, from a cayuco. The boat was located 10 nautical miles west of Gran Canaria. The provincial director of Epidemiology, Carolina Cudós, provided details about monkeypox on Aug 21 in the city of Santa Fe - mpox (known as "monkeypox"), based on the suspected case of a crew memberof the 'Ina Lotte', who presented symptoms compatible with that disease, for which reason, he remained isolated in the port of San Lorenzo. Cudós said that "the case of the person who was on board and was in the port of San Lorenzo, tested negative for monkeypox, but positive for chickenpox, so the usual precautions were taken for this type of case. The protocol was activated on time, as it should be. The important thing was the alert and all the actions carried out on time to protect the population.

SOUNION
The EU maritime mission Aspides warned that the damaged 'Sounion' was now posing a threat to the environment. The tanker was loaded 150,000 tons of oil, when it was hit by several projectiles on Aug 21, which caused a fire on board and disabled the ship. Responsibility for the attack has not been claimed. The crew was taken to nearby Djibouti. The 'Sounion' was anchored between Eritrea and Yemen. The owner Delta Tankers said that the ship will be transferred to a safe destination. Repairs can then be carried out there. As far as is known, the fire on board was under control. SOUNION
After the attack by Houthi terrorists on Aug 21, the 'Sounion' was ablaze and had to be abandoned by its 25 crew members, among them two Russians and 23 Filipinos, at a position roughly 77 nautical miles west of the port of Hodeidah. The initial attack came at around 06:00 a.m. LT from two small boats, when the ship was sailing in the lower Red Sea. The 'Sounion' was en route from Al Basrah to Singapore, which is in the opposite direction to which the tanker was sailing. The vessel was struck by three or four projectiles which damaged the ship’s steering. An exchange of small arms fire also took place before the small boats, with a reported 15 people on board, left the scene. The 'Sounion' meanwhile was left unable to steer but was otherwise reported to be undamaged. At around 09:00 a.m. there was news of a further attack on the 'Sounion', which was set on fire when the ship was hit by two projectiles. The tanker now had also lost its engine power, and the vessel was drifting and not under command. No injuries were reported. The European naval force EUNAVFOR Aspides sent a French air defence frigate [FDA] – probably the 'Chevalier Paul', which transited the Suez Canal on Aug 16 – to assist the Greek tanker. Arriving alongside the 'Sounion' on Aug 22, the French frigate had to neutralise a surface drone which, a priori, was heading towards the disabled tanker, which could be anchored in the vicinity of pos. 15-00.00 N 041-37.00 E. The Orissa High Court ordered the sale of 'Debi', which had arrived at Paradip Port on Nov 23, 2023, and was destined for Denmark. On Dec 1, the shipr was seized by the customs officials after discovering 22.2 kilograms of cocaine aboard. The Orissa High Court ordered the sale of the bulk carrier not for its involvement in the drug bust case, but after the ship owner, the Asia Pacific Shipping Company, Vietnam, failed to clear the due related to berthing charges and penalties to the Paradip International Container Terminal (PITC). In Feb 2024, the Orissa High Court allowed the ship to return to its owner only if the company provided a bank guarantee and an indemnity bond. Following this, the PITC charged the shipping company nearly $947,000 for overstay docking. The shipping company argued in court, stating that the vessel was subject to pay docking fees only upto the time before it was seized by customs officials in the drug case investigation. The company also claimed the vessel had overstayed because of the authorities' investigation, which was not under their control. However, the PITC claim was found valid, and the court ordered the arrest of the ship on Feb 23. On Aug 20, the PITC came back seeking permission from the court to sell the ship, stating the shipping company had failed to pay the bills or provide any security. PITC further noted that with time, docking fees were piling up for the vessel. Moreover, the vessel was deteriorating, and the value was decreasing. The court ordered the vessel to be sold after the survey reports determined its value. The details of the sale will be provided after the survey report, which is expected to be available to the court in September.
