MV TRITON
15 boaters were safe thanks to the combined efforts of the U.S. Navy, good Samaritans from Cabras Marine Corporation, the Saipan Department of Public Safety (DPS) Boating Safety, and the U.S. Coast Guard, following a report they were disabled 15 nautical miles west of Aguijan Island, Commonwealth of the Northern Mariana Islands, on July 21, 2024. Two of the 15 boaters were hoisted by U.S. Navy Helicopter Sea Combat Squadron 25 (HSC-25) arriving to Guam on July 21, and the other 13 were rescued by the crew of the 'Triton', which arrivied at Saipan in the early morning hours of July 22. At 11:50 a.m. local time, on July 21, the Emergency Operations Center (EOC) Saipan team notified the JRSC watch that Saipan Department of Public Safety (DPS) Boating Safety personnel were responding to a report of a distressed boater. Due to marginal weather conditions and long periods of no contact, Saipan DPS faced significant challenges maintaining communications with the boater and search and rescue units. U.S. Coast Guard watchstander issued an urgent marine information broadcast to all mariners and sought aerial support from HSC-25, while continuing to coordinate with Saipan and Tinian DPS, also providing recommended search patterns based on the limited known information. Around 5:20 p.m., HSC-25’s crew advised they located the boaters. The boaters, sighting the helicopter, lit off a flare to signal their position and distress. The deteriorating weather conditions and waning daylight led HSC-25’s crew to hoist two of the boaters before they needed to depart the scene for fuel, returning to Guam. Saipan DPS again tried to reach the remaining boaters but due to conditions were forced to return to port. The crew of the naval logistics vessel USNS 'Jack Lummus', operated by Military Sealift Command, was transiting the area and volunteered to assist. They located the vessel with the remaining 13 people aboard around 8:30 p.m. and remained on scene with the 28-foot recreational vessel until the 'Triton' arrived, which was a safer platform to recover the boaters due to their respective size and design. The crew delivered the 13 survivors to Saipan where they were met by law enforcement personnel. Homeland Security Investigations, U.S. Coast Guard Investigative Service, Saipan DPS, and Guam Customs were involved. “We urge all mariners to avoid overloading their vessels and to always check weather conditions before setting out. These transits are extremely dangerous and put lives at significant risk. This is the third significant rescue of this type we've effected between Guam and the CNMI since January.” said Lt. Garcia. “While this case appears to involve the transit of foreign nationals from the CNMI, we cannot comment further on the ongoing law enforcement investigation.” The 28-foot vessel remains adrift and is a potential hazard to navigation. It is not currently known how they became disabled and adrift. The U.S. Coast Guard did not receive any reports of injuries. A small craft advisory remains in effect for the Mariana Islands alongside a special weather statement for Invest 93W, expected to move west-northwest through the Mariana Islands today and tonight, causing scattered to numerous showers and isolated thunderstorms, with locally heavy rainfall and wind gusts to 30 mph or more. Combined seas in the 6 to 8-foot range are also likely.
SAHARLA
The Seafarers Union of Kenya (SUK) has asked the government to help return home four Kenyan seafarers stranded in Oman after their employer abandoned them aboard the 'Saharla'. Salim Mwamba, Idd Abdurahman, Omar Mwalimu, and a cook identified as Tella Hamisi were unable to return home because they have no money. The four were on board the ship, which has been seized in Duqm in the sultanate of Oman after it was abandoned by the owner at Asyad Dockyard in the Middle East nation. The union had received disturbing reports from the four Kenyans and two Tanzanian nationals appealing for assistance. The four are from Likoni sub-county, Mombasa county. The crew have overstayed on the ship for one year and six months and have not been paid their wages for the last seven months. The crew members have been left to fend for themselves and are living in deplorable conditions. On July 19, 2924, the SUK has written a formal appeal to engage relevant government agencies to save the Kenyans who have continued to suffer in the foreign nation without aid. The letter was copied to the Ministry of Labour, the office of Principal Secretary, the Ministry of Interior and Immigration Services, and the International Transport Federation (ITF) Mombasa inspector Betty Makena.
SALVAMAR AL NAIR
Two migrant boats got in distress near Lanzarote with 139 migrants, including several women and children, on board on July 20. According to the occupants of one of them, two people were thrown into the sea after having died during the crossing. On the morning, the RCC of Salvamento Marítmo in Las Palmas received a notice informing that several boats had left the town of Tan Tan, so the Sasemar 103 plane was mobilized, which located several crowded boats, in different positions, sailing towards the Canary Islands, and immediately mobilized the 'Salvamar al Nair' and the 'Guardamar Talía'. The latter headed towards the first boat, with the m/v 'Adnan N' also arriving, which diverted to the position by the maritime controllers. When the ship arrived, it sighted a boat a mile from its bow, so the Maritime Rescue Center asked it to remain escorting it, maintaining a safe distance until the arrival of the 'Salvamar Talía'. At 6 p.m. the SAR boat completed the rescue of the 69 people who were on board, including 12 women and 16 minors. During the rescue, several of them had to be recovered from the water. In principle all those rescued were in apparently good health. Around 10:30 p.m. they were disembarked at the port of La Cebolla, in Arrecife, where they received health care from the staff of the Canary Islands Emergency Service (SUC) and Primary Care, and by Red Cross volunteers. Three of those rescued had to be transferred to the Doctor José Molina Orosa Hospital, two men in mild condition and one woman with a moderate prognosis. The 'Salvamar al Nair' sailed at the same time towards the second boat, towards which the controllers had previously diverted the m/v 'Sarika Naree'. Upon reaching the last given position, no sighting occurred. After continuing the search, with the support of the 'Guardamar Talia', the boat was finally found around 7.20 p.m. There were 70 sub-Saharan people on board, among them 58 men, 11 women and one child, who were also disembarked in Arrecife. Two of those rescued were transferred to the Doctor José Molina Orosa Hospital.
ABEILLE NORMANDIE
On the night of July 21, the semaphore of Boulogne-sur-Mer signalled the departure of a migrant boat to the CROSS Gris-Nez. The CROSS Gris-Nez deployed the 'Abeille Normandie' and the patrol boat 'Kermorvan' to relocate the boat. Once on scene, its poor buoyancy was noted. The 'Abeille Normandie' and the 'Kermorvan' each launched two rescue boats to help the people in distress. Given the urgency of the boat breaking up and several migrants falling into the water, the four rescue boats provided assistance and allowed people in difficulty to be collected on board. All 54 people were rescued and taken aboard the 'Abeille Normandie', which then dropped off the people at the dock at the port of Boulogne-sur-Mer. At the same time, the Dunkirk semaphore (59) signals another boat departure off the coast of Malo-les-Bains (59). The CROSS engages the rescue ship Ridens chartered by the State. Once in the area, the Ridens crew picked up 17 people on board who requested assistance. The Ridens resumes its surveillance mission and indicates that other people still on board the boat are not requesting assistance. Given the risks of falling overboard or injury incurred by people in the event of forced intervention, the choice is made to let the other people present on this boat continue their journey. The shipwrecked people recovered by the Ridens were then deposited at the port of Dunkirk. Once at the dock, all the shipwrecked people are taken care of by the land rescue services and the border police.
