Bulkcarrier detained in Taranto

Thu Jan 24 12:20:56 CET 2019 Timsen

The Italian Coast Guard detained the "Sinoway VI" which had arrived at the port of Taranto on Jan 17, 2019, to unload semi-finished steel, because it was deemed to be not safe for navigation under the Directive 2009/16 of the European Community incorporated by the Italian legislative system with the Legislative Decree 53 of 2011 and subsequent amendments. The detention order was was issued on Jan 22 following an extended inspection lasting about 11 hours during which operating and working conditions below the standards set by the main international conventions in the maritime sector were detected. A total of 18 deficiencies were found, five of which were serious shortcomings, in particular concerning the poor preparation of the crew to cope with emergency situations, unsufficient living and working conditions on board, irregularities related to on-board equipment and lack of certification as mandatory on board. There was also a serious deficiency on the part of the security management. As many as eight crew members, including the Captain and some officers, have been on board continuously for about 15 months, while the maximum limit allowed by the regulations is one year to avoid situations of excessive fatigue on board and accumulation of stress which may lead to human errors in the safe conduct of navigation. The ILO (International Labor Organization) and the representative associations of shipowners and seafarers were notified. The ship sailed again on Jan 30 at 3.30 p.m. after the ship was released. It headed to Kyme, ETA Feb 1, 9 p.m. Italian report with photo: https://www.tarantinitime.it/2019/01/24/porto-di-taranto-la-guardia-costiera-detiene-nave-perche-non-sicura-per-la-navigazione/
