Ho Chi Minh City Department of Agriculture and Environment opposes plan to sink derelict reefer
The plan to sink the 'Sheng Li', actually anchored at the fishing boat storm shelter in Con Dao. to create a high-end dive site in Con Dao is not in compliance with regulations according to the opinion of the Ho Chi Minh City Department of Agriculture and Environment. The proposal was regarded as incompatible with Decree No. 05/2017/ND-CP on the Disposal of Sunken Assets on Vietnam's Inland Waterways, Port Waters, and Maritime Zones. According to current regulations, there are only two ways to dispose of the 'Sheng Li', to scrap or sale it. The Ministry of Finance is currently finalizing the procedures for organizing the auction of the vessel in accordance with regulations. If Amadive wishes to participate in the auction, it is recommended that it study the regulations to find a solution for managing the vessel in accordance with the law. On May 9, 2025, the Chairman of the People's Committee of Ba Ria-Vung Tau Province (now the People's Committee of Ho Chi Minh City) issued Decision No. 1275/QD-UBND approving the starting price for the auction of the 'Sheng Li'. It stipulated that the organization or individual winning the auction of the vessel could only use it for scrap metal, not convert it for any purpose, and not use it for any other purpose. In early August 2025, the Amadive company hadsubmitted a document to the Ho Chi Minh City Tourism Department and relevant agencies, proposing a project to sink the 'Sheng Li'. The company planned to screate a unique and high-end dive site in the Con Dao maritime area. This would help attract domestic and foreign tourists, develop green tourism, and introduce Con Dao to nature. The wreck dive site will be a unique and distinctive tourism product, attracting a high-end clientele, creating more room for growth, and creating better-quality jobs for the local population. Amadive offers recreational sport diving tourism services. Based in Con Dao, the company has been authorized to operate since February 2021 and has had a certificate of eligibility for practicing sports activities since September 2022. About two years ago, the 'Sheng Li' went adrift and was towed back by the authorities. The ship was then anchored at the R33 Squadron Port (Command of Coast Guard Region 3, stationed in Con Dao) pending processing. In Aug 2024, the Ba Ria - Vung Tau province issued a plan to move the ship to the anchorage area in the storm shelter area of Con Dao district (1.5 kilometres from the anchorage position at the R33 Squadron).
