Shipowner expected to abandon ship - oil removal underway
The probabilioty that the 'Guang Rong' will be declared a 'wreck' by the shipowner is becoming increasingly concrete. The costs of removal would amount to over 1,5 million euros. A recovery would not be economically viable. The Municipality would then be forced to dialogue no longer with the owners, but with the insurance company, called upon to resolve the problem of disposing of the ship. On the morning of March 7, rumors took this decision by the shipowner for granted, but the mayor of Massa, Francesco Persiani, could not yet confirm this information. The emptying of the starboard side tank inside the sludge room was completed on the evening of March 6. The operations to empty the diesel and oil tanks of the wheel loader and the crane, also inside the sludge room, have also been completed. The latter will was sucked up on the morning of March 8. On March 7, a pontoon was positioned on the starboard side of the ship and after having secured the area, the operations to remove the oil drums located between the cargo and the coaming will begin. The operations to unload the material in drums onto the barge moored to the starboard side of the 'Guang Rong' have also started. The lateral cranes of the lifeboats and free fall have been cleaned, the recovered oils will be conveyed to the sludge room and sucked up by Canal jet. Preparations for oil removal underway
On Feb 5 the Public Prosecutor's Office and the Port Authority have authorised an on-board inspection of the 'Guang Rong', which is necessary before emptying the tanks and preventing a possible environmental disaster, given that the ship is carrying around 102 tonnes of diesel fuel. The iInspections have begun to identify the access areas and allow the removal of fuel on board. The attention is focused on the port side of the vessel, both the emerged and submerged parts, to check the condition of the hull and speed up the transfer of fuel. The main tank has been reached and the diesel could be sucked out through the manhole. The pipes have already been prepared on the pier and the vehicles are ready to intervene. The urgency is also dictated by the worsening weather conditions forecast for the weekend. According to the Coast Guard, there were currently no fuel spills, thanks to the timely installation of floating ´absorbent booms. After the first inspection, a plan for pumping the fuel will be presented. The fate of the ship will then be decided: it could be recovered by the owner or, more likely, declared a wreck to be disposed of. The operations are constantly monitored by the Coast Guard, with the support of divers and law enforcement, under the coordination of Prefect Guido Aprea. Regarding the stability of the pier, the checks were underway. Inspections were carried out both above and below the structure. Astructural engineer was acquiring the necessary documentation. Load tests on the pier would be essential for the fuel extraction operations. Despite the situation actually being regarded as under control, the risk of spills remained high, especially in the event of worsening weather conditions. The Coast Guard has requested satellite images to monitor the environment and prevent ecological damage.. The intervention plan includes, once the fuel has been drained, the evaluation of the stability of the hull and the possibility of towing the ship to a safe area. If the shipowner decides not to recover the 'Guang Rong', and it would be disposed of in accordance with current regulations. Oil is leaking out of grounded dredger
Throughout the night of Jan 28 and all day on Jan 29, law enforcement and specialized units worked on the grounding site of the 'Guang Rong' site, but the rough sea conditions with large waves, have not yet allowed a real assessment of both the damage to the pier, and the gashes in the ship's hull. A spill into the sea has occurred. A large oil stain can be seen right next to the ship, Among the first interventions to be carried out, as soon as sea conditions allow it, is the positioning of booms to contain the fuel spill. Throughout the day, the situation was coordinated by the Prefecture, in synergy with the Coast Guard, the Municipality, the police and the technicians who will have to scan the ship and verify the static nature of the pier. After the allision with the jetty, the crew was evacuated with a liferaft. As soon as the alarm was raised, rescue procedures began immediately to bring all the personnel ashore. The difficult position in which the ship ran aground convinced the rescuers to recover the crew by sea, also given the short distance between the beach and the point of impact with the jetty.
