According to data from the ship, the "Fortune Progress" was carrying out suspicious maneuvers in the sea area where the damage to the cables had occurred at the time in question. The officials allowed the ship to continue sailing after the search. The crew was able to plausibly explain that there had been an engine damage and that they had to change an oil filter, during which time the "Fortune Progress" drifted in the area.
