Seized ship which caused oil spill to be auctioned

After oil spilled from the starboard side of the laid-up 'Excalibur' into the port waters of the Sukhyi Estuary in Chornomorsk on May 26, 2023, and following the clean up operation, the Odessa area inspectorate calculated the damage caused to the environment, and subsequently, the vessel was seized. On Aug 9 a private executor of the executive district of the Odessa region, Dmytro Mykolayovych Kolechko, has put up the seizure of property No. 30663777, resolution on the seizure of the debtor's property, the 'Excalibur' on the Ukrainian Open Market electronic auction. The starting price for the lot is 9,475,700 National Currency of Ukraine (UAH). The auction will take place on Aug 28. The vessel has been on the territory of the Chornomorsk ship repair plant since 2015. Regarding the state of the ship, the bridge was unequipped, the equipment is partially missing, there are no panes in the observation windows, clutter with objects and disassembled furniture, a lot of broken glass on the floor. There were signs of through-and-through damage by rust with the formation of holes with an area of more than 0.15 square centimetre. The hull pf the vessel had traces of through-and-through rust damage with significant flaking in places up to 0.5 square centimetre, and widespread paint flaking. On certain areas of the deck and cabin compartments, there were massive flaking of paint and the surface layer of metal as a result of significant rust damage, weld cracks, and partial lagging at the joints of individual body elements. There were large masses of fouling on the hull, propeller, and anchor chain. The bulkhead (on the bow, on the stern, along the perimeter) needed repair. The edges of the cargo tanks and the dry hold covers (some difficult to open) needed to be repaired. The cargo boom needed major repairs. Cables needed defecting and replacement (breaks in strands are present). The equipment had traces of long-term use, and the nodal elements of the equipment had traces of oil seepage and rust. There were mechanical damages, dents, chips, weld cracks, single tears, and corrosion. The holds were dirty, and the steps between decks and technical spaces are largely affected by rust with the formation of through holes.
